Prerequisites to running invoices:

1. Waste was entered into EHSA with weight and work order number assigned
2. Work order notes if waste was not entered into EHSA by user and number of unknowns
3. Contents have been transferred to the appropriate disposal container
4. Disposal container has weight, cost, and final disposal date entered, and the "Disposed" checkbox is checked
